The Village of Stockbridge is a Michigan general law village that operates under the council/manager form of government by ordinance. The elected president and village council acts as the legislative or policymaking body of the village responsible for making laws, regulations, rules, and policies for the operation of the village government.
The Village Manager is appointed by the village council and serves as the chief administrative officer of the village government responsible for the efficient and effective daily operations of the village in accordance with Sec. 65.8 of the Michigan General Law Village Act, Sec. 2-46 through Sec. 2-54 of the village code of ordinances, Village Manager job description, Village Manager employment agreement, and state law and the local ordinances, rules, regulations, and policies duly adopted by the village council.

Heather Armstrong serves as the Village Manager of Stockbridge and acts as the village’s Chief Executive Officer. In this role, she leads a dedicated team that works collaboratively to ensure that Village operations are effective, transparent, and responsive to residents’ evolving needs.
Although not originally from Stockbridge, Heather has proudly called the Village home for many years. Raised in a small town in the South, she brings with her a strong sense of community and connection—values that resonate deeply with the spirit of Stockbridge. Over time, she has built meaningful relationships and deep roots here, both personally and professionally.
Heather’s professional journey includes over 22 years at Michigan Medicine, where she developed strong leadership, organizational, and service-driven skills. In July 2023, she transitioned into the public sector as the Village Clerk, a role that provided her with essential insight into municipal operations and community needs. She also served as President of the Stockbridge Senior Center, where she focused on enriching lives through engagement, connection, and support programs.
Heather leads with a people-first mindset. She believes effective local government starts with listening and is strengthened through teamwork. She values open communication, collaboration, and building trust with residents, staff, and community partners.
As a parent with children who have attended Stockbridge schools—one still enrolled—Heather understands firsthand the importance of strong public institutions and quality services for families. Her personal experiences continue to guide her work and priorities as a leader.
Heather is proud to lead a committed team focused on serving Stockbridge with integrity, purpose, and heart. She brings energy, empathy, and vision to every aspect of her role, working to ensure that the Village remains a thriving, inclusive place for all who call it home.
